The USGS is seeking the procurement of 3D Geological Model Software, Leapfrog Geo 3D. As part of the Hydrogeologic Assessments for numerous OIP projects, digital 3D hydrogeologic
framework models (3D HFMs) are built to assess subsurface hydrogeology for economic and/or humanitarian aid for developing countries. These models can serve to assess and estimate volumes
of available groundwater in developing world study areas, as well as serve as input to numerical flow models. The USGS has developed custom capabilities in the form of menus that can only
be loaded into this software package.
The USGS is aware of no other source that can provide the Leapfrog Geo 3D software and intends to award to its distributor, Bentley Systems, unless notified by other vendors who believe
they are able to provide this software. Vendors are invited to contact the Contract Specialist, Miranda Blankenship via email at mblankenship@usgs.gov no later than 12:00PM EST,
Wednesday, August 23, 2023 with an affirmative answer.
Brand Name Justification States the Following Part:
The Department of the Interior, United States Geological Survey, plans to award on a sole source basis. This document sets forth the justification and approval for use of one of the
exceptions to full and open competition allowed under the Competition in Contracting Act (CICA) of 1984 and as required by FAR 13.106-1(b)(1).
This action is the implementation of a contract for the use of the Leapfrog Geo 3D software. Leapfrog Geo 3D allows the analysis and 3D modeling of geologic data. Leapfrog Geo 3D is
distributed by Bentley Systems. Bentley Systems is the only provider of the highly specialized software package, Leapfrog 3D, which meets mission needs of the USGS. The USGS developed
custom capabilities in the form of menus that can only be loaded into this software package.
The Leapfrog 3D modeling and visualization suite includes the Leapfrog Geo, Leapfrog Geothermal, Leapfrog Works, and Leapfrog Central packages which specialize in Geologic, Geothermal,
Environmental/Civil and Multi-User specialties, respectively. The unique capabilities of the software suite include the proprietary functionality and modeling routines in each package.
While other comparable 3D visualization software may be available, this software is unique in its ability not only to import and visualize 1D, 2D, and 3D models with valid reference
systems but also its ability to take data further by processing and modeling those imports to create new products and models. This includes unique abilities around structural geologic
modeling, exploratory data analysis, model export and animations, geothermal modeling including TOUGH2, TETRAD, MODFLOW, and FEFLOW flow model time dependent data in 3D, and other fluid
flow simulations. This software¿s ability to maintain various model iterations is not available elsewhere, with its approach to model development in a team setting (allowing multiple
people to build and edit a model simultaneously as appose to only one person working on one copy).
Efforts to identify additional sources included market research conducted from 03/24/2023 through 04/06/2023 in NASA SEWP, GSA e-Buy,and SAM.gov portals resulting in no responses. Market
research was also conducted on USGS Strategic Sourcing Initiatives SharePoint site without locating any existing acquisition vehicles for the required geoscience software. To our
knowledge, Bentley Systems has no authorized resellers.
At this time there are no known actions which can remove or overcome the barriers to competition because Bentley Systems, Inc. has exclusive rights and copyright for the required software
licenses and maintenance service. Future requirements will seek competition to the maximum extent practicable.
