This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12, as supplemented with additional information included in this notice. This is a Request for Proposal (RFP) and the solicitation document and incorporated provisions and clauses are those in effect through (FAC) 2023-04. The solicitation number associated with this combined Synopsis/Solicitation is #15A00023R00000080.

Offeror Representations and Certifications – Commercial Items applies to this acquisition. Prospective vendors must be actively registered with the SAM.gov (SAM) website at http://www.sam.gov.gov. The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items applies to this acquisition. The offeror must have a current profile in the Online Representations and Certifications (http://orca.bpn.gov) prior to award. The purpose of this amendment is to update Attachment A - Labor Category Duties & Quifications for each of the following Security Clearences is as follows:

Project Lead - Top Secret

SME EOD - Top Secret

SME PSBS - Secret

Senior Cost/Budget - ATF Clearance only

Senior Exercise Writer - Secret

EOD/PSBS Logistics (half time) - Secret

To update the PWS under 4.0 to state (See Attachment A - Labor Category Duties and Qualifications) under m), n), o), p) and q).
