The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order with Tecan to obtain preventative maintenance and on-site repair services for the Tecan Fluent 780. The Tecan Fluent 780 Liquid Handler is a high-density pipettor designed to perform rapid, high-precision liquid transfers. The system contains two independent pipettor arms (Air FCA and MCA 384), one robot gripper arm (RGA), three thermal units including one thermal shake unit, an onboard thermocycler and onboard plate reader, making it very versatile for automation of laboratory procedures for next-generation sequencing (NGS). The complexity of this system combined with the large number of hardware subitems that are proprietary to Tecan make it imperative that the instrument is covered under a maintenance plan which includes preventative maintenance and on-site repairs by a trained and certified Tecan service engineer. Improper maintenance of this system could lead to unacceptable loss of critical specimens, employee time, and expensive reagents. Proper maintenance and repair of these systems requires trainings specific to certified Tecan Field Engineers and access to parts/consumable only available through the original vendor.

This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within six (6) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
