THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to solicit and award a sole source contract under statutory authority FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold. The 106th Rescue Wing (106 RQW) intends to solicit and award a sole source contract to Air Cruisers DBA Safran Aerosystems evacuation for the following items:

Unit of issue = each

AEF Part # 66309-101 is solely manufactured by Air Cruisers Company. AFMAN 11-301 Vol. 2 para 2.14 Aircrew Flight Equipment Configuration names Life Raft, 9 Person, AC-9. No alternative life raft is listed in AFMAN 11-301 Vol. 2 as a suitable. The resultant action will result in a firm fixed price contract for this requirement. The Government will not be responsible for any cost incurred in preparation of responses to this notice. A determination by the Government to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. See the attached Justification and Approval for Sole Source for additional information. Parties interested in this announcement shall provide detailed information of their capabilities and certifications to clearly meet the requirements stated above. Responses will be via email, to include the company’s name, point of contact, address, phone number, UEI, Tax ID, business size, and CAGE code.
