The National Travel and Tourism Office (NTTO) within the International Trade Administration (ITA) requires subscription access to global travel data. The subscription access must meet the following criteria:

• Travel spending data including inbound transportation and outbound transportation across air, sea and other modes of transportation and type of travel relative to leisure or business;
• Domestic travel lodging data including number of rooms, occupancy rate, length of stay, etc.;
• International travel data including overnight visits, cruise visits, arrivals by mode of transportation, arrivals by purpose of trip, non-resident overight stays in hotels and other types of accommodation establishments.
• Travel spending economic drivers including foreign direct investment, GDP, US$ prices and exchange rate, total fixed investment, national savings, oil production, income, exports;
• Reliable historical data for the same or similar data sets from 2000 or prior;
• Forecast, analytical and reporting capability;
• Help desk support;
• Access for up to 10 or more users on an annual basis.

The travel data base must include the required data for the vast majority of the 190 countries currently in existence.

NTTO/ITA has identified the Global Travel Service (GTS) subscription as a potential source for this requirement, but is posting this Sources Sought notice to determine if other similar subscriptions are commercially available.

Sources interested in responding to this notice shall provide a capability statement that identifies the extent to which the subscription service they offer meets and/or exceeds the requirements identified above. The capability statement must also identify Federal agencies which currently or previously have purchased the respondents subscription service and include point of contact information (name, phone number, and email address). Additionally, respondents shall include rough order of magnitude pricing that identifies the per user subscription price and discounts as available for up to 10 users or more.

Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested sources must respond to this notice on or before August 15, 2023 at 4:00 pm Eastern Time by sending their complete response to cwallis@doc.gov and fhines-hose@doc.gov.
