This is a combined synopsis/solicitation and request for quotes (RFQ) for commercial items in accordance with the procedures of Federal Acquisition Regulation (FAR) part 12 - Acquisition of Commercial Items and FAR part 13 - Simplified Acquisition Procedures, with FAR part 12 taking precedence per FAR 13.500(b)’s reference to FAR 12.102(c). This announcement constitutes the only solicitation with quotes requested.

Funds are not presently available for performance. The Government’s obligation is contingent upon the availability of funds from which payment can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this order.

The Federal Housing Finance Agency is seeking to obtain the services of an individual subject matter expert in academic real estate research to help improve the quantity of research products and elevate the research reputation of the Agency. The subject matter expert will assist staff in the Research Branch of the Office of Research and Analysis in the Division of Research and Statistics to achieve the division’s own strategic goal for research and analysis that align with the FHFA Strategic Plan 2022-2026 Strategic Objective 2.3 to serve as a reliable source of information and analysis on the state of housing finance markets and related issues.
