The Centers for Disease Control and Prevention (CDC), Division of Laboratory Systems (DLS) intends to award a sole source, firm fixed-price purchase order for Lectora authoring suite license renewal to Plato eLearning, LLC. DLS uses Lectora software to develop all of its eLearning courses, which are made available for free to laboratory professionals and the general public to help strengthen the U.S. laboratory workforce. Alternative sources or software is not available to use to create, open, edit, or use existing Lectora files. DLS must open and edit its existing eLearning courses continuously to keep the scientific content accurate and current, and thus, seeks renewal of this software license to continue developing its 508-compliant eLearning content and utilizing the templates and SOPs that have been developed over the last 16 years. DLS is unaware of any other alternative sources or software available on the market to create, open, edit, or use existing Lectora files, as the Lectora enterprise is a prioretary software suite manufactured by Plato eLearning, LLC. Therefore, this contract action is for supplies, which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1).

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within twelve (12) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
