Pre-Solicitation Notice Other Than Full and Open Competition   This is a Pre-Solicitation notice to post that the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) will be soliciting for Project Facilitator (PF) Services under NAICS 541330 to support the VISN 2 Utility Energy Service Contracts (UESCs) via a direct sole source SDVOSB contracting authority under FAR 13.106-1, Public Law (PL) 109-461, and 38 U.S.C 8127 Veterans First Benefits Program.    This procurement is being conducted in accordance with the procedures in Federal Acquisition Regulations (FAR) Part 12 & Part 13 Simplified Acquisition Procedures (SAP). The Government contemplates award of one (1) Firm Fixed Price (FFP) contract with one (1) base year and four (3) option years for a total of four (4) years. The project scope of work will have the PF be responsible for providing PF services to support the Measurement and Verification (M&V), and Performance Assurance, as well as overall project tracking and reporting on meeting minutes for a one year base and three option years for a total of four years to coincide with the UESC Phases 2 & 1 M&V schedules. Project Facilitator shall be certified and approved as a Certified Project Facilitator by the Department of Energy (DOE). The Government anticipated Period of Performance (PoP) for this requirement will begin on 08/01/2023 and conclude on 07/31/2026. An earlier start date is possible should the Contractor and the Government come to a mutual agreement prior to 07/15/2023.    A Solicitation and Request For Quote (RFQ) will not be posted to Contract Opportunities/FBO as this will be a direct award to one (1) SDVOSB. A Request for Quote will be issued directly to EMP2, Inc. The Government intends to evaluate the proposal using the best value approach, where price and technical will be considered factors.  This pre-solicitation notice does not constitute a Request for Quote or Request for Proposal. This pre-solicitation notice is being provided IAW with FAR 5.204 Pre-solicitation notices.     End of DocumentÂ
