THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS NOTICE. THE PROPOSED PROJECT WILL BE A COMPETITIVE, FIRM FIXED PRICE CONTRACT. THE TYPE OF SOLICITATION TO BE ISSUED WILL DEPEND UPON THE RESPONSES TO THIS NOTICE.

The U.S. Department of Energy, Office of Scientific and Technical Information (OSTI), is currently conducting market research seeking potential sources to provide a water audit/analysis. The scope of this project is detailed in the attached Statement of Work (SOW.)

The applicable NAICS code is 541690 - Other Scientific and Technical Consulting Services with a small business size standard of $19M. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set Aside.

Potential contractors must have an active registration in the System for Award Management (SAM.gov) at time of submission of their qualifications in order to be considered for an award. Please visit the SAM website at https://sam.gov/content/entity-registration for instructions on how to register. As a prospective offeror or bidder for this Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside, you are verifying your company meets the status requirements of a SDVOSB concern as established by the Small Business Administration.

RESPONSE REQUIREMENTS: Responding to this Sources Sought Notice identifies your organization as an interested candidate only. A list of interested and qualified parties will be identified for further consideration. Organizations responding to this Sources Sought Notice must demonstrate capabilities, attributes, and skills to meet the above requirements in their response. The response shall also include:

1. The Organization shall provide a narrative of the Offeror’s company expertise with projects of similar scope, size, and complexity.
2. Capability Statement (see requirements below). OSTI is seeking a vendor that has demonstrated success with similar projects, has experience with federally-funded projects, is knowledgeable with challenging schedules on project delivery, and is well versed and skilled in effectively integrating with all project team stakeholders.
3. Organization Name and Address (include bona-fide location as stated above).
4. Point of Contact (Email, Direct Phone Number).

The Contracting Officer is not responsible for not receiving submissions due to the offeror misaddressing the package or illegibility of the information. Any request for assistance with submission or other procedural matters shall be submitted via email only to paynet@osti.gov; telephone inquiries will not be honored.

Capability Statement Requirements: All interested vendors shall submit a capability statement that explicitly demonstrates their capability to provide/perform the requirement stated in this notice and detailed in the attached SOW. The capability statement should be brief and concise, yet clearly demonstrate an ability to meet the stated requirement. The response must not exceed five (5) double sided sheets of paper.

At a minimum, the capability statement shall include the following:

1. Offerors name, address, point of contact, phone number, and e-mail address.
2. Offerors Commercial and Government Entity (CAGE) Code and Sam.gov Unique Entity ID.
3. Offerors confirmation of interest in being considered for a contract award.
4. Offerors capability to meet requirements outlined in the SOW.
5. Offerors capability providing similar supplies/items as specified above to other Government agencies and/or companies.
6. Offeror’s confirmation of qualification of the Service Disabled Veteran Owned Small Business (SDVOSB) socio-economic category.
7. Company size in relation to the NAICS code 541690, Other Scientific and Technical Consulting Services.

The Government will utilize this information in determining the best strategy for this acquisition.

Anticipated solicitation issuance date is on or about June 5, 2023, and the estimated bid/proposal due date will be on or about June 15, 2023 with a delivery date of 60 days after receipt of the notice of award.
