NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD; THIS IS NOT A REQUEST FOR QUOTATIONS.

The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA, 23511-3392, intends to negotiate a firm fixed price contract for the procurement of learning simulation services utilizing the procedures under FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with only one source, World Institute of Leadership and Learning, Ltd.. The authority for use of other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

This is a combined synopsis/solicitation for commercial services in accordance with the information in FAR Subpart 12.6 and FAR Subpart 13.106, using Simplified Acquisition Procedures for commercial items. This announcement constitutes the only solicitation; and a written solicitation will not be issued. This combined synopsis/solicitation will be available for download on or about May 24 2023 under Request for Quotation (RFQ) number N0018923Q0302 at the following website: https://beta.sam.gov/.

This solicitation documents and incorporates provisions and clauses in effect through FAC 2023-02 and DFARS Change Notice 20230430. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This acquisition will result in a Firm-Fixed-Price contract under NAICS 611710. The Small Business Size Standard is $24,000,000.
