The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order modification to Janda Company Inc, 226 N Sherman Ave Ste. A, Corona, CA 92882 (Cage Code: 50YA7) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements.

The FRC SW, NAS North Island San Deigo, CA has a requirement to upgrade the PMFD-170-30 for adaptive force monitoring and qualify the welder to AWS D17.2 specifications for the Janda Spot Welder (PMFD-170-30). Janda Company, Inc is the original designer, developer, and manufacturer for the welder parts requested as well as the end item: Janda Spot Welder. The OEM is the only known vender that would be able to provide the required certification of the welder after the upgrade. Upgrading the Janda welder requires access to the restricted Janda Weld Computer L-Series Inverter style weld controller and its setup program. The setup is proprietary to the OEM. Moreover, the upgrade parts are custom made for the machines by the OEM. Janda Company Inc is the only known qualified source capable of satisfying the Governments specific requirements and mission for this procurement without modifications to existing components. For this reason, the government intends to procure these products on a sole source basis from Janda Company Inc, (CAGE: 50YA7).

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within fifteen (10) calendar days after the date of the publication of this synopsis, will be considered. The Statement of Work for this notice is listed as an attachment to this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
