The Bureau of Land Management (BLM) Color Country District/Saint George Field Office intends to award a single, firm-fixed price contract for furnishing labor, equipment, supplies, and materials, to Chip Seal and Flush Coat approximately 2.1 miles of road within Red Cliffs Recreation Area. Contract to include parking areas and pullouts. The Contractor shall also paint/strip all parking areas, speed bumps, handicap accessibility and campsite markings. New directional markings, hatching and all extra painting will be shown on the construction drawings. Contractor shall remove all loose chips and prepare road surface prior to the initial Chip Seal. Contractor shall Flush Coat over the initial Chip Seal within the recommended time of two to four days after completion of Chip Seal.

The work is in Washington County, UT, approximately 14 miles North of St. George, UT (Latitude 37.2244 Longitude -113.4052)

The contract period of performance is 30 days from NTP which will be issued July 31, 2023. Work shall be done between July 31, 2023 ¿ August 31, 2023.

A site visit will be held June 8, 2023, at 11:00 AM MT meeting at White Reef Trailhead located inside Red Cliffs National Conservation Area (Latitude 37.209888 Longitude -113.395365). This project will be 100% set aside for small business vendors under the North American Industrial Classification System (NAICS) code 237310 ¿ Highway, Street, and Bridge Construction. Davis Bacon Act (DBA) is applicable and the appropriate DBA Wage Determination(s) will be included in the solicitation.

DRAFT Specification and Plans have been attached to this pre-solicitation. These are just drafts, the Request for Quote (RFQ) under solicitation number 140L5723Q0033, will be posted electronically at SAM.gov on or about June 1, 2023. Dates are subject to change. To obtain the solicitation and/or amendments/updates for this project, contractors shall monitor the solicitation at the sites listed above. Interested parties shall periodically check for amendments and other changes to the solicitation documents.
