Naval Facilities Engineering Command Far East (NAVFAC FE) FEAD Camp Butler is conducting a Sources Sought Notice. The intent of this notice is to identify potential contractors that are capable of performing the following work: Purpose and Objectives: To provide all labor, management, supervision, tools, material, and equipment required to perform refuse collection, disposal and recycling at Marine Corps Base Camp Smedley D. Butler, Okinawa, Japan to include but not limited to Taiyo Golf Course, Camp Courtney, Camp McTureous, Camp Hansen, Central Training Area (CTA) Camp Henoko, Camp Schwab, Camp Gonsalves (JWTC).
Project requirements: Collection of solid waste to include non-residential, general waste, and disposal of all wastes. Contractor to provide containers for unscheduled collections. These containers will function as collection points for refuse generated during special events held aboard various U.S. Government Installations located on Okinawa
Permits and Licenses: Shall possess a valid license from applicable municipalities for the collection and transportation of general waste. Permits and Licenses shall be provided at time of proposal and prior to the start work date of the contract. The Contractor shall submit copies of disposal permits or other written documentation of approval and suitability of landfill or other final disposal methods.
Contract Type: Recurring (Firm Fixed Price)/ Non-Recurring (IDIQ) Services contract Anticipated Period of Performance: The anticipated performance period is for a base period of 12-months and five (5) 12-month option periods. There are total of six (6) years performance periods.
Other important considerations: Okinawa is subject to multiple typhoons throughout the year.
The information will be used within the NAVFAC Far East Acquisition Division and will not be disclosed outside the agency. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.
Naval Facilities Engineering Command Far East (NAVFAC FE) FEAD Camp Butler is seeking qualified contractors and subcontractors that are licensed to conduct business in Japan for Facilities Support Contracts, specifically Integrated Solid Waste Management Services.
This notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Solicitation or award a contract. The Government does not intend to award a contract based on responses.
Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that adequate business entities exist that are capable of satisfying the Government’s requirements. The North American Industry Classification System (NAICS) Code is 562111 – Solid Waste Collection
It is requested that interested firms capable of providing the requested services submit a brief capabilities statement package (no more than 10 pages, including attachments if any) demonstrating your ability to perform the requested services.
The documentation should address the following:
Interested firms may submit information using the form provided under separate file titled “Sources Sought – Contractor Information Form” (attachment 1) to demonstrate capabilities, capacity and experience.
Note: Prior to contract award, all prospective offerors interested in obtaining a contract award with the Government must be registered in the Federal Governments System for Award Management (SAM) database. Additional information regarding contractor registration can be obtained through the following website: https://sam.gov/. SAM registration is not required for this Sources Sought Notice.
Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Request interested parties respond as soon as possible but no later than 19 June 2023 at 10:00 am Japan Standard Time (JST).
