Procurement of Non-Consulting Service for Vehicle Rent

The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the “Compact”) in the amount of 350 million USD (“MCC Funding”). The Government, acting through the Millennium Challenge Account-Mongolia (the “MCA Entity”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Quotations (“RFQ”) is issued. Any payments made by the MCA-Mongolia under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov) and the MCA-Mongolia website (http://mca-mongolia.gov.mn).

MCA-Mongolia invites all eligible service providers to submit a quotation for the Non-Consulting Service for Vehicle Rent. Technical descriptions for the scope of the service are provided in the RFQ document.

The selection will be conducted through the Shopping procedures specified in the MCC Program Procurement Guidelines (PPG) and is open to all eligible service providers as defined in the RFQ.

The complete RFQ document will be provided to interested service providers upon the submission of a written request sent through an e-mail with the subject line “Request for RFQ of NCS for Vehicle Rent” to the Procurement Agent at PA-Mongolia@charleskendall.com with a copy to procurement@mca-mongolia.gov.mn. Interested service providers should provide their full contact information in the request. This will ensure that the service providers receive updates regarding the RFQ.

Any clarification requests shall be submitted in writing to Procurement Agent at PA-Mongolia@charleskendall.com, and cc to procurement@mca-mongolia.gov.mn no later than 11:00 a.m. (UB time) of May 15, 2023. MCA-Mongolia will consolidate all submitted requests for clarifications and will issue a Q&A document before 5:00 p.m. (UB time) on May 16, 2023.

Quotations must be uploaded to the submission link specified in the RFQ Document no later than 11:00 am (Ulaanbaatar Time) on May 22, 2023. Only electronic submission will be permitted (hard copies will not be accepted). Late proposals will be rejected.
