THIS IS A RFI ONLY. This is Sources Sought (SS)/Request for Information (RFI) for market research. Information is to be used for preliminary planning purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. This announcement does not constitute a Request for Proposal (RFP) and does not commit the Government to solicit or award a contract now or in the future. Further, the Army is not seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense.

Purpose: The Product Manager Air Warrior (PM AW) seeks to identify interested contractors capable of manufacture and delivery of a qualified HUD, part number AN/AVS-7(V)11 and Post Production Support and contractor depot level repair. The responses to this RFI will be used to gather information that may be able to fulfill the PM AW’s needs.

Background: PM AW, as the configuration manager of HUD is required to provide HUD in support of Army Aviation. The system must interface with the current aircraft configuration consisting of the Advanced Sight and Display Computer (ASDC), Common Display Interface Unit (CDIU), Advanced Magnetic Transmitting Unit (AMTU), Boresight Reticle Units (BRUs), Helmet Tracking Kit (HTK), Mini-Converter Control Unit (MCCU) and associated mounting hardware and aircraft cabling. The Government does not possess a verified and validated Technical Data Package for the ASDC, CDIU, AMTU, BRUs, MCCU or the HTK as each contains proprietary data the Government is not privy to. ElbitAmerica Inc. is the current sole source manufacturer of the identified hardware items.

In order to meet the timelines for fielding, any contractor must have a qualified/or nearly qualified system. The HUD configuration must be in accordance with the following part numbers:

Instructions: Request that interested parties provide a written response to this RFI NLT 3:00 PM CST 19 June 2023 to Army contracting Command, via email, as indicated. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Submissions shall be through electronic mail to the point of contact listed in the instructions section above; any attachments shall be in portable document format (PDF). Responses should be no more than ten pages and include, at a minimum:

• Name and address of the interested company or organization;
• Contact information for the primary POC;
• A brief description of the potential offeror’s company/organization and candidate product;
• A description of how the potential offeror’s product either currently meets the Air Warrior requirement;
• A Rough Order Magnitude (ROM) cost and time estimate to complete any qualification to Army Aviation requirements;
• A ROM for production lead-time from contract award to system delivery;
• Production capacity per month on a 1-8-5 shift;
• ROM for production unit price for a quantity of 60 to 180 units per year.
