The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to leverage the Basic Ordering Agreement (BOA) N00019-21-G-0006 to The Boeing Company (Boeing) for the negotiation and award of Research, Development, Test, and Evaluation (RDT&E) Structural Repair Manual (SRM) in support of the MQ-25A Stingray Air Vehicle.
For this proposed action, the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) and Federal Acquisition Regulation (FAR) Subpart 6.302-1, “Only one responsible source and no other type of supplies or services will satisfy agency requirements.” Boeing is the sole designer, developer and manufacturer of the MQ-25A unmanned aircraft and therefore, Boeing is the only contractor with the experienced staff, necessary plants, equipment, suppliers, and technical understanding of what is required by the orders, resulting in the unique capability to address the interrelated impacts of each order on each other and on the developmental efforts of the MQ-25 program.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
