A. GENERAL INFORMATION

1. This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. Additionally, this combined synopsis/solicitation is being conducted under Federal Acquisition Regulation (FAR) Subpart 13.5, FAR Subpart 19.8, Section 8(a) of the Small Business Act (15 USC 637(a)(1)), and the executed Partnership Agreement between the U.S. Small Business Administration (SBA) and DoD.
3. This solicitation is issued as a Request for Quote (RFQ) under solicitation number FA9451-23-Q-A002.
4. This acquisition is set-aside 100% for 8(a) Small Business Competition.
5. The North American Industry Classification System Code (NAICS) is 519210, Libraries and Archives, size standard $21M. PSC Code: R605 Support-Administrative: Library.
6. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01.

B. REQUIREMENT INFORMATION

1. Description of requirement:

The vision of the Phillips Research Site (PRS) Technical Library includes continued and sustained provision of ever-improving services to its customers, taking continuous advantage of technology innovations and advances in the library profession while optimizing value to the customer and to the taxpayer. The goal of the library is to operate and maintain a state-of-the-art technical library offering information services that promote cutting edge research, facilitating access to materials and information tools, and fostering an innovative and modern information community.
