The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization, Scott Air Force Base, intends to negotiate a sole source contract with TeleGeography, a division of PriMetrica, Inc. A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of Federal Acquisition Regulation (FAR) 6.305.

The purpose of this contract action is to procure Data Center Research Service annual subscription (10 users license), Global Bandwidth Research Service annual subscription (10 users license) along with five bi-monthly briefing presentations held at DISA Headquarters from TeleGeography a division of PriMetrica, Inc. The anticipated period of performance will be for a 12-month base period with two, 12-month option periods. The DISA Joint Operations Center (J3) Mission Assurance team has a requirement to secure, operate, and defend the DISA network. One of the capabilities used are research licenses to support telecom service providers.

The proprietary software subscriptions are owned and controlled by PriMetrica, Inc. This requirement provides software application/capability that provides the DISA J3 Mission Assurance team with the capability to use the map search interface for Data Centers, Network Storages, and Cloud computing technology. This provides the Mission Assurance team with detail information and analysis on site profiles as needed to report to the Department. In addition, the technology provides a service that gives detail information and analysis on other areas tracking such as Subsea systems, Carrier network profiles, Supply and Demand analysis, etc.

At this time, PriMetrica, Inc. is the only source capable of providing all necessary services.

The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide this service must indicate their interest in writing within seven (7) business days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement.

The North American Classification System (NAICS) code 541519 will be used for determining company size status.
