374 CONS currently has eleven (11) Multiple Award Construction Contracts (MACC) for U.S. Army Installations within Honshu, Japan and Yokota Air Base and its Geographically-Separated Units (GSUs), Japan for 10 years from 8 May 2020 thru 7 May 2030.
This is a sources sought notice for vendors who would like to be added to the above MACC program in accordance with ON RAMP PROCEDURES. H016 ON RAMP AND OFF RAMP PROCEDURE is included in the Other Requirements attachment, Atch J-1 - under the original solicitation FA520919RA006, and detailed below:

H016 ON RAMP AND OFF RAMP PROCEDURE
(a) Government reserves the right to reopen competition at any time during the term of the contract. The Contracting Officer intends to periodically review the need for additional contractors during the contract Period of Performance (PoP).
(b) When an on-ramp is used, the Government will advertise the reopening of the competition on beta.SAM.gov, and awardees shall meet the criteria established in the initial MACC solicitation.
The solicitation process will be the same as during the original solicitation, but changes may occur if law, regulation, or policy have changed and require alteration to the process. Any new awardees will compete with any existing or remaining MACC Contractors for all task orders (excluding the need to meet the minimum obligation amount). Any additions due to on-ramps will not increase the contract ceiling and the ordering period for new awardees will not exceed the overall maximum term of the original contract. The Government will not consider unsolicited requests for addition to the competitive pool. The anticipated number of awards will be announced in the reopening announcement posted to Beta SAM; however, the Contracting Officer has the discretion to award more or fewer contracts than the number anticipated in the solicitation depending upon the quality of the offers received.
(c) The Government reserves the right to not exercise an option for any contractor who fails to achieve meaningful participation.
(d) Based on the ON RAMP PROCEDURES, Paragraph D of Section M on the RFP would be changed to be read as "ten (10)" to "five (5)" for the anticipated number of awardees.
