Naval Surface Warfare Center (NSWC) Crane has a requirement for supplies/service/support with examples as follows: 1) Assemblies, sub-assemblies, and ancillary equipment/depot testers, 2) Product Improvements, 3) Technical Support, 4) Logistical Support, 5) Related systems and subsystem integration, 6) Data (e.g., drawings, test reports), and 7) Software. Supplies and/or services may support, but are not limited to the following subsystems: Gun Bay Power Supply Weapon Replaceable Assembly (WRA-9); WRA-9 subassemblies; Shop Replaceable Assembly (SRA PS1 and SRA PS2); the Electronic Support Measures (ESM) Power Supply (WRA-1); the Low Voltage Power Supply (LVPS); the Auxiliary Power Unit (APU) and other power supplies/units used in the electronic attack systems associated with the EA-18G, P-8A, and ALQ-99.

The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Crane Electronics, Inc., under the authority of FAR 6.302-1(a)(2)(ii). This is being sole sourced because award to another other contractor would result in substantial duplication of cost that is not expected to be recovered through competition and unacceptable delays in fulfilling the above requirements. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
