This is a notice of intent to award a sole-source contract and is not a request for competitive proposal. However, if interested, Government shall consider all responses. Naval Health Research Center (NHRC) intends to solicit a proposal and enter into a contract with SPEAR Human Performance, Inc, Atlanta, GA. The statutory authority for this sole source procurement is 10 U.S.C 2304(c)(1) per FAR 6.302-1(c). Contract will be evaluated on Low Price Technically Acceptable (LPTA). The NAICS code for this contract will be 541511. NHRC requires that all contractors doing business with the Acquisition Office must be registered with System for Award Management (SAM). Items are being requested for use in laboratories at Naval Health Research Center (NHRC) in San Diego. As NHRC is a Government facility, no sales tax will be paid. All quotes must include the Company Name, Full Address, CAGE Code and Point of Contact information including Name, Phone Number and E-Mail address. All invoices for this contract will be submitted electronically through Procurement Integrated Enterprise Environment (PIEE) - Wide Area Work Flow (WAWF).

Requirement: There is a need for a data management platform that is DoD Impact Level 5 (IL5) certified, and is a DoD/DISA approved ATO platform and application that can manage mission critical research data. Provider will provide asecure works with commercial devices, electronic health records, PII, and training data for creating visualizations and dashboards that make data actionable. A secure IL5 environment is manditory. Deliverable is a fully functional database that can integrate the data as determined by the research team to meet the needs of protocols already established.
