NOTICE OF INTENT

This is a notice of intent to solicit from a single source.

The US Geological Survey (USGS) intends to award a purchase order to SPOT LLC for satellite communication services as described in the attached Statement of Work (SOW).

Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures, Subpart 13.5 entitled, Simplified Procedures for Certain Commercial Items. SPOT LLC is, to the knowledge of the USGS, the only source who can provide satellite communication services capable of routing satellite tracking signals and messages via Internet (email), SMS (cell phone text messaging) and RSS feed using SPOT devices already in USGS inventory. These devices are proprietary, and no other vendors are known to support them.

The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.

The NAICS code 517410, Satellite Telecom, and the PSC DE11, IT and Telecom, apply to this announcement.

Responses or inquiries shall only be accepted through electronic mail addressed to eadam@usgs.gov and must be uploaded and received in their entirety no later than March 16, 2023. Responses submitted by hardcopy or the any web portal shall not be accepted or considered.

STATEMENT OF WORK

Introduction
The US Geological Survey (USGS), Idaho Water Science Center (ID WSC), has a requirement for satellite communication services for 42 existing agency-owned SPOT devices (2 SPOT 2, 26 SPOT 3, 12 SPOT 4, and 2 SPOT X) and to activate additional SPOT satellite communication devices as personnel or communication needs change. The required services are needed to maintain the continuity of the satellite tracking and communication system for the safety of field personnel in the USGS, ID WSC.

SPOT communication devices and services ensure the safety of personnel in the field by providing a mechanism to secure assistance in an emergency and notify management of emergency situations using satellite systems. A consolidated RSS feed is provided to post personnel locations on the USGS go2mapper providing real-time mapping of personnel locations.

NOTE: The total current number of devices is 42. The maximum allowable number of new devices that may be added to the contract is 13. The contractor shall not add additional devices or services to the contract without an issuance of a modification to the contract by the designated USGS Contracting Officer. The maximum allowable number of active devices the contract is capable of supporting is 55.

Scope of Work
Provide Global Positioning System (GPS) satellite communication services, and tracking services to USGS, ID WSC.

PERIOD OF PERFORMANCE: Base Year Plus 4 Option Years

1. Provide annual subscription services to keep existing agency-owned devices active and operational.

2. Provide annual network maintenance services to keep existing agency-owned devices active and operational.

3. Provide annual subscription services for new activated devices.

4. Provide annual network maintenance services for new activated devices.

5. Contractors communication system will deliver user-initiated messages and tracking signals 24-hours per day, 365 days per year. Acceptable exceptions to this requirement would be if there are Global Positioning System outages beyond Vendors control which interfere with message delivery.

6. The Technical Liaison will coordinate with the contractor regarding the activation of devices, the deactivation of devices, user-defined tracking-frequency levels, and user-defined contacts designated for each device.

7. Contractor shall supply the ability for User¿s IT system to operate the USGS go2mapper system populated with the location and whereabouts of USGS, ID WSC employees to whom the Vendor devices are issued and activated.

8. The ability to add and delete devices from the account.

9. Only services received will be paid for.

10. Existing subscriptions will be terminated upon contract start date and a prorated amount will be reimbursed or applied as credit to the contract cost.

11. Current configuration of groups tracked together will be maintained. Current groups enable USGS ID WSC to organize the distribution and publication of data from current and future SPOT devices, and to manage and change those group configurations as needed.
