Great Smoky Mountains NP GRAVEL FOR PARK ROADS

The National Park Service is issuing a combined synopsis/solicitation for TDOT Class A, Grade D Base or NCDOT Aggregate Base Coarse (ABC) 1 inch gravel delivery to the Great Smoky Mountain National Park; stockpiled/ tailgate spread/delivery to multiple locations within TN and NC.

Contract Time: April 10, 2023- 10/30/2023.

Commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and supplemented with additional information included in this notice. This solicitation, and any subsequent award, incorporates provisions and clauses in effect through Federal Acquisition Circular 2009-1-1. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-2, Evaluation - Commercial Items; 52.212-3 - Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; 52.212-5, contract Terms and Conditions Required to implement Statutes or Executive Orders - Commercial Items, 52.219-4.

This requirement is set-aside for Total Small Business in accordance with FAR Subpart 19-502-2, and only qualified offerors may submit a quote.

The NAICS code is 212313 Crushed and Broken Granite Mining and Quarrying the size standard is 750 Employees. 238910 Site Preparation Contractors; Also acceptable, NAICS; 212311, 212312, 212319.

This solicitation will result in a contract within a period of (90) days. The contracting office will not provide hardcopies or email copies of the solicitation, please review the attachments posted.

Required Services:
This acquisition consists of (18) Base Items #1-#18, and (11) Options Items #19-#29.

The government reserves the right to award none, any or all of the bid options in any order. Unit of issue is ton. Unit prices quoted shall be per ton and include hauling and stockpiling or tailgate spreading of ordered materials as indicated in specifications. This project is in the Great Smoky Mountains National Park Tennessee and North Carolina areas. The contractor shall provide all labor, tools, equipment, materials, and supervision required to provide gravel to multiple locations within the Great Smoky Mountain National Park.

SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Interested offerors are encouraged to ensure that they are registered in SAM prior to submitting their quote. THESE REGISTRATIONS WILL BE COMPLETED BEFORE TIME OF AWARD.
