The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Marine Operation Center Atlantic is requesting docking at the City Port of Galveston Texas.

The service will be conducted by the City of Galveston Texas Port Authority at 123 ROSENBERG AVE 8TH FL GALVESTON TX 77550.

Furthermore, the port of Galveston is ran by and managed by the city of Galveston. Any port services required at this port must be coordinated through the Port Authority.
The Government intends to acquire this service under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with the Board Of Trustees Of The Galveston Wharves Port Authority under the authority of FAR 13.106-1(b)(1)(i).

This is not a solicitation for competitive quotes. However, if any interested party that can provide this service without delaying the services or adding additional mark ups may submit a statement of capabilities, which if in timely received, will be considered by NOAA OMAO.

A statement of capabilities to include the detailed of services authorization from the Port Authority, and a price list for the following:
Services Moorage Dockage/ Berth
Security
Line Handling
Potable Water aprox (2,000 gal/day)
potable water connection,
20 yd dumpster,
Two yokohama fenders (west end) for a port side tie up,
Parking for 3 vehicles.

This shall be received by 5:00pm EST on Wednesday February 15, 2023. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government.

Information received will normally be considered solely to determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required services while also be authorized by Galveston City Port Authority.

The capability statement, a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet services required. Capability statements and related materials must be e-mailed to Alexander Cancela at alexander.cancela@noaa.gov by 5:00pm EST on February 15, 2023.
