PBA Bldgs 60-020 and 60-021 Fire Alarm Upgrade

The U.S. Army Contracting Command – Rock Island (ACC-RI) is contemplating award of a Firm-Fixed-Price (FFP) purchase order contract to upgrade fire alarm systems in buildings 60-020 and 60-021 located at Pine Bluff Arsenal (PBA) to fully comply with the most recent National Fire Protection Agency (NFPA), Unified Facilities Criteria (UFC), and International Building Code (IBC) guidance. The requirements shall be completed in accordance with the Statement of Work (SOW), Contract Data Requirements Lists (CDRLs), and specifications contained in this solicitation.

This is a combined synopsis and solicitation prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This is a total small business set-aside solicitation, in accordance with authorization provided at Federal Acquisition Regulation 19.502-2 – Total small business set-asides.

This combined synopsis and solicitation was prepared in accordance with the format in FAR Part 13 – Simplified Acquisition Procedures, therefore progress payments will not be authorized in accordance with FAR 32.003.

This solicitation document, and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-01, effective 31JAN2023, and Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20221230, effective 30DEC2022. Period of Performance: The vendor shall complete all requirements within 90 days from Notice to Proceed (NTP) issuance.

A Site Visit will be held prior to the closing date of this solicitation. An amendment to the solicitation will be posted at SAM.GOV providing the date and details of the site visit, and instructions to gain access to Pine Bluff Arsenal.
