This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a written solicitation will not be issued.
The Solicitation Number RFQ 140FS123Q0048 is a Total Small Business Set-Aside. The solicitation document and incorporated provisions and clauses are those in Continued effect through Federal Acquisition Circular 2022-05.
The U.S. Fish and Wildlife Service, Ridgefield National Wildlife Refuge (Ridgefield NWR) in Ridgefield, Washington and Steigerwald Lake National Wildlife Refuge near Washougal, Washington, have a requirement for bulk fuel deliveries of unleaded regular gasoline, clear ultra-low sulphur diesel, and dyed ultra-low diesel for operational needs of motor vehicles and heavy and other equipment on the refuges. Full details provided in the attached statement of work.
This will be a Base Year and Four Option Year Contract. Date of award ¿ 9/30/2027 in accordance with FAR 52.217-9 ¿ Option to Extend the Term of the Contract.
Award will be based on Lowest Price Technically Acceptable. Bid shall be submitted with contract prices per gallon with capabilities statement for fulfilling the fuel deliveries. A lump sum amount is obligated for this scope for the purpose satisfying anticipated requirements.
The vendor warrants that prices charged the government per delivery shall be as low as or lower than those charged the vendor¿s most favored customer, in addition to any discounts for prompt payments.
Total offered price per gallon shall include all applicable taxes, delivery/seller fee, plus the wholesale price adjusted for each delivery based on wholesale reference price each day of delivery in accordance with clause 52.216-2 Economic Price Adjustment.
The NAICS code is 324110, Petroleum refineries, and the small business size standard is 1,500 size standard employees. This requirement is in accordance with FAR Part 12, Acquisition of Commercial Items and award will be pursuant to FAR Part 13.
