The Air Force (AF) is looking for an update to the KC-135 MPRS PC panel to add a logic check, using existing system sensors, components, and warning indicators, to identify when MPRS fuel pressure is not adequate (=or> 6 psi) to safely Trail the hose. The logic check update must not impact the form, fit, or current operating function of the KC-135 MPRS and MPRS PC.
The vendor will provide certification documentation of any software and/or hardware changes to the system, impacts to the airworthiness of the aircraft, testing requirements, changes and updates to drawings, Tech Orders, Tech Data, and operating instructions driven by the update.
Due to the unique and highly specialized nature of the KC-135 MPRS requirement, the market research indicates the design and IP data needed to provide this particular requirement is not available in the commercial marketplace. The KC-135 MPRS and MPRS PC are not commercial items, this update is not a commercial product.
The AF KC-135 MPRS is an existing, non-commercial system developed for the government by the OEM, who maintains sole ownership of all pertinent design and IP data.
To meet the government’s critical requirements for this contract, qualified contractors must have the system specific design and IP data to meet performance requirements in the following areas for prototype testing and retrofitting all AF KC-135 MPRS Fleet PCs.
1. Required Expertise
Must have expertise in all aspects of aircraft refueling system design, structures engineering, configuration, sustainment, electrical, and system integration.
2. Required Capability
Performance Requirements: Systems Engineering Support, Detailed Design Engineering, Design Change Analyses, System/Subsystem Integration, Technical analyses, Liaison Engineering Support, Drawing Development, Technical Order Source Data Development, Safety Analyses, Reliability/Maintainability Analyses, Ground/Flight Test Support, Program Analyses, Design Study Preparation.
The vendor is expected to have experience on similar projects, have a track record of successful production of aircraft refueling systems and long-term support of their products.
3. Required Data
KC-135 MPRS design and IP data, experience, and capability in generating technical data, Air Worthiness data, test plans and analysis, safety analysis, engineering drawings and manuals.
The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Responsible sources may submit a capability statement to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within the time posted for this will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
