This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both
large and small businesses.
Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information
obtained through this notice to develop an acquisition strategy.
The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other
socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being
conducted, and in the making of any small business set-aside determination for this requirement.
Additional Information: No proposal package, solicitation, specification or drawings are available with this notice.

Project Description:
The project is located at Golden Gate National Recreation Area, California
The construction magnitude is More than $10M.
The Work includes seismic retrofitting of the Hospital Wing of the Cellhouse, including:
1. Replace existing concrete walls with reinforced concrete walls.
2. Add reinforced concrete shear wall overlays on existing walls.
3. New reinforced concrete footings with micropiles at concrete shear walls.
4. New horizontal and vertical cores with embedded reinforcing steel and repair mortar in exterior concrete walls.
5. Add fiber reinforced polymer reinforcing to existing exterior concrete walls and existing concrete slabs.
6. New concrete collector beams at floor and roof levels.
7. New reinforced concrete slab infills at floor and roof levels.
8. Repair select existing embedded steel beams.
9. Incidental removal and replacement of plaster, painted, and ceramic tile wall and ceiling finishes.
10. Hazardous materials remediation of lead-based paint and asbestos containing materials and miscellaneous repairs to historic finishes.
11. Incidental removal and replacement of concrete floor slab.
12. Incidental removal and replacement of roofing.
13. Incidental removal, re-installation and relocation of existing mechanical equipment, plumbing, electrical equipment and conduit.
14. Mobilization and transportation necessary to execute scope of work on Alcatraz Island.
The Work also includes stabilization and structural repairs due to corrosion to the exterior of the historic Cellhouse, including:
1. Removal of delaminated concrete.
2. Exfoliating steel reinforcing.
3. Formed exterior patches to match the original color, texture, finish and configuration of the existing concrete.
4. Installation of galvanic anodes.
5. Pilaster strengthening
6. Repair of exterior of the perimeter concrete walls including parge repair.
7. Repair/rehabilitation/replacement of historic windows and selected historic doors.
8. Repair of selected portions of historic interior concrete walls including the frames.
9. Hazardous materials remediation of lead-based paint and asbestos containing materials and miscellaneous repairs to historic finishes.
10. Incidental removal and replacement of roofing.
11. Incidental removal, re-installation and relocation of existing mechanical equipment, plumbing, electrical equipment and conduit.
12. Mobilization and transportation necessary to execute scope of work on Alcatraz Island.
The Contractor is required to deliver and remove all materials to and from the island. This includes all construction supplies, waste, water, fuel, etc. Restrictions include load
limitations on Park roads and Sally Port clearances. The roads on the island have multiple hairpin turns and may preclude some construction equipment.
Construction activity will require coordination with public visitation and bird nesting season. Special site restrictions and protections are required during the bird nesting season that
occurs between approximately February 1 and September 1. Delivery and mobilization of heavy equipment may be limited by restrictions during bird nesting season. All workers are required
to attend an additional natural resource briefing once per month during bird breeding season. Natural resource briefings will be held in conjunction with regularly scheduled safety
meetings.
All workers must attend an orientation meeting with Park interpretive staff to review the unique requirements of working on Alcatraz Island, interfacing with the public, and safeguarding
natural and cultural resources.
Submittal Contents: Interested (small and large) businesses should submit the following information:
(1) Company name, DUNS number, address, point of contact, telephone number, and email address.
(2) Business type: Classification as a Large or Small Business under the above listed NAICS, Small Business Administration (SBA) certified Historically Underutilized Business Zone
(HUBZone), Veteran-Owned Small Businesses (VOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Woman Owned Small Business (WOSB), Economically Disadvantaged
Woman Owned Small Business (EDWOSB). The size of a small business firm includes all parents, subsidiaries, affiliates, etc.¿see 13 CFR 121.108.) Misrepresentation of size status can
result in penalties.
(3) Statement regarding your company¿s bonding capacity. Letters from bonding companies are not required at this time.
(4) Experience performing the following work:
¿ Rehabilitation experience work on historic structures.
¿ Historic concrete repair.
¿ Historic concrete matching.
¿ CFRP repairs.
(5) Relevance of Project Experience to this GOGA 311373 Project:
¿ Difficult project coordination, communication, and logistics including noise and pollution limitations.
¿ Complex projects involving construction activity with the public.
¿ Complex projects involving natural and cultural resource protection.
¿ Projects with remote site limitations.
(6) In addition businesses may submit existing marketing materials such as capability statements and brochures.
