This is a PRESOLICITATION NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 9, has a requirement for court reporting services for the Tennessee Valley
Healthcare System (TVHS), Nashville VA Medical Center: 1310 24th Avenue South, Nashville, TN 37212-2637. NCO 9 anticipates a Base year and four (4) option years contract. NCO 9 is seeking
a Service-Disabled Veteran Owned Small Businesses (SDVOSB) to procure court reporting services. Proposals or quotes are not being requested or accepted with this notice. A solicitation
package will be available following this notice in which sources may then provide quotes. The Solicitation Number is 36C24923Q0085 and it is set aside 100% for SDVOSB. The Solicitation
utilizes the NAICS is 561492 Business size standard is $16.5 Million. Note: All interested parties are reminded to be registered, active and verified in the following to be considered for

The contractor shall provide all personnel, equipment, tools, materials, supplies, vehicles, certifications, supervision, and all other technologies and technical services to provide
court reporter services for Tennessee Valley Healthcare System (TVHS) upon request. The services may be required for, but not limited to: Administrative Investigation Board (AIB)
hearings, Administrative Fact Finding (AFF) interviews, Disciplinary Appeals Board (DAB) hearings, Equal Employment Opportunity (EEO) hearings, Merit Systems Protection Board (MSPB)
hearings, arbitration hearings, depositions, or any other hearing or meeting that requires legal documentation. PERIOD OF PERFORMANCE. The period of performance for court reporting
services shall be for one base year plus four option years starting 7/20/2023. Court reporting requirements shall occur intermittently through each fiscal year. The requirement may be
urgent with minimal advance notice. However, TVHS shall strive to inform the contractor at least ten business days in advance. It must be noted here that the government does not
automatically extend contracts beyond their initial period of performance. Option periods are always subject to the availability of funds, contractor s performance, continued need and FAR
clause 52.217-9, Option to Extend the Term of the Contract. Place of Performance: TVHS or the person managing the hearing or investigation will determine the location at which services
shall be rendered. The hearing may be held virtually via typical online technology, software, or service provider. In this case, the contractor will be responsible for providing the court
reporter a suitable work location with the required information technology which is free from distractions. At any virtual forum requiring a court reporter via this contract, the
contractor must have the ability to host the meeting using standard online meeting platforms which are accessible by government employees (i.e., Webex, Teams, Zoom, Skype, etc.). At the
request of the CO or COR, the contractor will host the meeting without additional charge to the government. Although most hearings will likely be conducted virtually, if conducted in
person, they will typically be held at a TVHS managed facility. The primary locations with their addresses that are supported by this contract are: Nashville VA Medical Center: 1310 24th

of the above listed locations without additional charge. Please reference the solicitation number above when it is posted for specific details including the Statement of Work (SOW),
