“Pursuant to 13.106-1(b)(1)(i), the Federal Highway Administration (FHWA) intends to solicit from a single source with the American Association of State Highway and Transportation Officials (AASHTO) for memberships in this professional organization is intended to provide professional support and growth to FHWA’s professionals. AASHTO also provides technical resources and values technical excellence, professionalism, integrity, advocacy, public policy, innovation, leadership, and management. The AASHTO TC3 web-based online courses provides FHWA federal technical staff with knowledge and skills critical to performing their roles in FHWA.

AASHTO is a standard setting body which publishes specifications, test protocols and guidelines which are used in highway design and construction throughout the United States. Despite its name, the association represents not only highways but air, rail, water, and public transportation as well.

The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firms capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
