Ukraine has received financing from the International Bank for Reconstruction and Development (IBRD) (“Bank” or “World Bank”), acting as administrator of the Ukraine Relief, Recovery, Reconstruction and Reform Multi-Donor Trust Fund (URTF), under the Grant No. TF0C8992 for the implementation of the Preparation of Sustainable Projects to Promote the Recovery of Ukraine (PREPARE Ukraine) Project, and intends to apply part of the proceeds for consulting services under this assignment.

The Project will be implemented under general supervision of the Ministry of Economy of Ukraine (hereinafter – MoE) by implementing entity - State Organization “Agency on support Public-Private Partnership” (hereinafter - PPP Agency). PPP Agency created a Project Implementation Unit (hereinafter – PIU) for day-to-day management and coordination of the Project and provision of assistance to the Project in disbursement issues, financial management, reporting and other Project related activities. PIU shall be responsible for general coordination of activities and reporting under the Project.

Component 1 of the Project will support capacity development of Project Preparation Facilities (PPF) stakeholders on institutional and technical issues fundamental for the preparation of projects in various sectors, including training on the latest best practices on how to prepare high quality infrastructure projects.

The State Agency for Restoration and Development of Infrastructure of Ukraine (hereinafter – the Agency for Restoration) is one of the biggest PPF and will be provided with Consultant’s support under the Project.

In addition to the Grant Agreement and Project Operations Manual, internally, the Project shall be regulated by the Decree of the Cabinet of Ministers of Ukraine dated 27.01.2016 № 70 “On the procedure for the preparation, implementation, monitoring and completion of the implementation of economic and social development projects of Ukraine supported by international financial organizations”, other legal acts of the Cabinet of Ministers of Ukraine and Orders of MoE.

The PPP Agency seeks the services of the Individual Consultant – Engineer to support capacity development of the Agency for Restoration as one of the biggest PPF on institutional and technical issues fundamental for the preparation of projects in various sectors, including training on the latest best practices on how to prepare high quality infrastructure projects.

Expert will work inside the Agency for Restoration team.

The Engineer will perform the following tasks:

• Technical engineering assistance and coordination in preparation of projects;
• Technical review and assistance in development of project preparation requests;
• Review and coordination of technical feasibility and engineering cost estimates studies, concept designs, geotechnical or resource assessments, detailed designs for construction projects in line with EU requirements (including Environmental & Safety – together with Environment protection expert), construction project drawings and specifications (construction documents) and other design documents. Identifying deficiencies, providing recommendations, and, if necessary, proposals for appropriate corrective actions;
• Technical analysis of projects viability, selection and prioritization of projects including use of routing criteria; assistance in analysis of projects’ environmental and socially sustainability.

The services shall be provided in the city of Kyiv from the start of the implementation period for 1 calendar year (Approximately from 01 December 2025).

The detailed Terms of Reference (TOR) for the assignment are attached to this REOI.

The PPP Agency invites eligible consultants (the "Consultants") to express their interest in providing the Services. Eligible Consultants shall provide information confirming that they have the qualifications and experience required to perform the Services. The selection of most qualified and experienced Consultant for the assignment will be based on the following criteria:

• University degree in Engineering or other related fields;
• Experience in various infrastructure sectors including participation in public infrastructure investments (designing, civil works etc.) at least 10 years;
• Experience in the development/review of engineering documentation in various infrastructure sectors;
• Experience in preparation of projects feasibility studies in various infrastructure sectors;
• Previous experience working with infrastructure owners/designers/contractors;
• Experience in review engineering cost estimates;
• Good knowledge of Ukrainian construction standards framework (DBNs, DSTUs, etc);
• Fluent Ukrainian and English languages, including knowledge of engineering, economic and technical terminology relating to the Project;
• Advanced level of PC skills, knowledge and practical skills of using standard MS packages (MS Word, Excel, Project, Power Point, AutoCAD), email and databases.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (September 2023 edition), setting forth the World Bank’s policy on conflict of interest.

A consultant will be selected under IC selection procedure as set out in the Procurement Regulations.
