1. The Government of India has received/has applied for/intends to apply for financing from the World Bank toward the cost of the PRADHAN MANTRI MATSYA KISAN SAMRIDHI SAH-YOJANA (PM-MKSSY) and
intends to apply part of the proceeds toward payments under the contract for Hiring a Communication agency for the Designing and Implementation of a Comprehensive Communication and Outreach
Strategy1.
2. The Department of Fisheries, Govt. of India now invites online Bids from eligible Bidders for Hiring a Communication agency for the Designing and Implementation of a Comprehensive
Communication and Outreach Strategy. Bidders are advised to note the clauses on eligibility (Section I Clause 4) and minimum qualification criteria (Section III – Evaluation and Qualification
Criteria), to qualify for the award of the contract. In addition, please refer to paragraphs 3.14 and 3.15 of the “Procurement Regulations” setting forth the World Bank’s policy on
conflict of interest.
3. A firm will be selected under Bidding conducted through national open competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for
IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org .
4. Interested eligible Bidders may obtain further information from Department of Fisheries, Govt. of India Shri V.Srinivasa Rao, Director (Fisheries) srveeragandham@ord.gov.in and inspect the
bidding document during office hours i.e. 0900 to 1700 hours or download the bidding document from e-procurement system https://eprocure.gov.in/eprocure/app .
5. For submission of the bid, the bidder is required to have Digital Signature Certificate (DSC) from one of the Certifying Authorities authorized by Government of India for issuing DSC.
Aspiring bidders who have not obtained the user ID and password for participating in e- procurement in this Project, may obtain the same from the website: https://eprocure.gov.in/eprocure/app ,
which is free of cost.
6. For submission of the bid, the bidder is required to have Class III Digital Signature Certificate (DSC) in the name of the person duly authorized to sign on behalf of the Bidder from one of
the Certifying Authorities authorised by Government of India for issuing DSC (e.g. Verasys/ Sify/ nCode/ eMudhra etc.), with their profile. It is mandatory for the bidder to register their firm
with e-procurement system and obtain user ID and password for participating in e-procurement in this Project.
7. Bids comprise two Parts, namely the Technical Part and the Financial Part, and both parts must be submitted simultaneously online on the e-procurement system on or before the deadline for
submission of bids, and the “TECHNICAL PART” of the bids will be publicly opened online, in the presence of the Bidders’ designated representatives who choose to attend. The “FINANCIAL
PART” shall remain unopened in the e-procurement system until the second public Bid opening for the financial part. Any bid or modifications to bid received outside e-procurement system will
not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue. The electronic
procurement system would not allow any late submission of bids.
8. All Bids must be accompanied by a Bid Security of the amount specified for the non-consulting service in the table below, drawn in favor of Joint Secretary (IF) & Project Director
(PMMKSSY), Department of Fisheries GoI Bid security will have to be in any one of the forms as specified in the bidding document. The Bid Security must remain valid for a period of forty-five
(45) days beyond the original bid validity period. Procedure for submission of bid security is described in Para 9.
9. Bidders are required to submit the Bank Guarantee (BG) as bid security in the approved format, either as an Original BG (physical) or an e-BG (electronic Bank Guarantee).

If submitting a physical Original BG, it must be addressed to the Joint Secretary (IF) & Project Director (PMMKSSY), Department of Fisheries, Government of India, and physically delivered
to: First Floor, Chander Lok Building, Janpath, New Delhi – 110001. The Original BG must reach the office before the bid submission deadline, by registered post, speed post, courier, or hand
delivery.

If submitting an e-BG, it must be issued by a bank acceptable to the Department and transmitted electronically directly to the designated official or via the authorized e-BG portal, with
confirmation of receipt before the bid submission deadline.
Failure to submit the Original BG physically or to ensure timely receipt and confirmation of the e-BG before the deadline will render the bid non-responsive and the bid will not be
opened.
10. A pre-bid meeting will be held on 13/11/2025 at 11:30 hours IST to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in ITB Clause 7.2 of
‘Instructions to Bidders’ of the bidding document. Bidders are advised to download the bidding document prior to the pre-bid meeting in order for bidders to have a good understanding of the
scope of services under the contract(s) for discussion and clarification at the pre-bid meeting.
11. Other details can be seen in the bidding document. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to
notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest
information related to this bid.
