Project: Lifting Education Access and Resilience in times of Need in Ukraine (LEARN) Project

Name of the Contract: Development, implementation and support of a special educational platform for conducting State final certification
Contract number: LEARN-2.1-DPA-1
1. Ukraine received the URTF Grant No. TF0C5794 from the International Bank for Reconstruction and Development (IBRD) in US dollars to finance the Ukraine Improving Higher Education for Results Project and intends to use part of the funds to make payments under the Contract No. LEARN-2.1-DPA-1 "Development, implementation and support of a special educational platform for conducting State final certification" .
2. The Ministry of Education and Science of Ukraine invites eligible participants to submit sealed proposals for the provision of services for the development, implementation and support of a special educational platform for conducting State final certification. More detailed information is provided in the Terms of Reference.
The expected duration of the provision of services is 12 (twelve) months from the date of signing the contract.
3. IBRD requires compliance with the Bank"s Anti-Corruption Guidelines and its applicable sanctions policies and procedures, as outlined in the World Bank Group Sanctions Framework. In further compliance with this policy, Bidders shall permit and require their agents (whether declared or not), subcontractors, sub-consultants, service providers, suppliers and personnel to permit the Bank to inspect all invoices, records and other documents relating to the request for quotations and execution of the contract (in case of award), as well as for their verification by auditors appointed by the Bank.
4. The participants must meet the following minimum criteria:
At least 3 (three) years of proven experience in software development;
Implementation (development and/or modernization) of at least 2 (two) relevant complex projects over the past 3 (three) years. The Participant developed the software similar in nature and complexity to those listed in the TOR. The final recipient and/or customer in at least 1 relevant project must be any state authority or state or public enterprise;
Information on the financial ability to work in the scope provided in the TOR (provide the balance sheet of the enterprise for the last three years);
The Participant must demonstrate the availability of the group of experts with the appropriate qualifications that is minimally necessary for the implementation of the assignment.
