FOR A FRAMEWORK AGREEMENT FOR THE RECRUITMENT OF A CONSULTANCY FIRM TO CARRY OUT ENVIRONMENTAL AND SOCIAL ASSESSMENT FOR THE INFRASTRUCTURES RETAINED IN THE NORTH WEST REGION

The Republic of Cameroon has secured funding from the International Development Association to cover the cost of the Local Governance and Resilient Communities Project (PROLOG), and intends to allocate part of the proceeds to consultancy services with a view in the recruitment of through a frame work agreement for the recruitment of a consultancy firm to carry out the environmental and social assessment of the infrastructures retained in the North West Region.

The attacks of the Boko Haram sect in the Far North Region, the massive influx of Central African refugees in the East and Adamawa Regions and the persistent socio-political crisis in the North-West and South-West Regions are superimposed on regionalized and concentrated poverty. In most cases, these crises and conflicts lead to the displacement of civilian populations, adding an additional layer of complexity to the reduction of poverty. Beyond conflicts, it should be noted that natural hazards and climate change increase the risks of population fragility in the most affected areas. The country experiences erratic rainfall patterns, temperature changes, extreme environmental events, including increased frequency and duration of droughts, floods, erosion in coastal areas and land degradation. These events cause damage to homes and infrastructure, and the increased frequency of droughts harms the agricultural sector and the livelihoods of those who depend on it, particularly in the northern regions.

These combined sources of fragilities in Cameroon call for an integrated and holistic response to simultaneously address these factors. This response calls for the strengthening of social resilience to prevent conflicts and promote the active participation of the poor and the inclusion of marginalized groups in the country. To support Cameroon in its initiatives to manage the risks of worsening violence, as well as its decentralization policy, the World Bank has granted the Government of Cameroon financing in the form of a loan of 300 million dollars, or approximately 189 billion FCFA, for the implementation of the Local Governance and Resilient Communities Project (PROLOG). This project, which directly benefits approximately 187 municipalities and 06 regional councils, combines support for decentralization focused on development commitments while strengthening the resilience capacities of communities, particularly vulnerable households impacted by conflicts.

It is provided in the Financing Agreement that the project will make technical assistance available to the Regional Councils in charge of supporting the development of all environmental and social safeguard documents including an Environmental and Social Management Plan for each of the selected infrastructure. The Project Management Unit (PMU) through its team of experts in environmental and social safeguards will be responsible on the one hand for carrying out environmental and social screenings to determine the type of environmental and social assessment to which the infrastructure project to be carried out by the Regional Assembly will be subject before its start-up, and on the other hand for monitoring the implementation by the Regional Assembly of the associated environmental and social management plan. These terms of reference aim to define the mission of the consultancy firm which will be recruited through a Framework Agreement, and responsible for supporting the Regional Assembly in carrying out the corresponding environmental and social studies for each of its projects as well as the associated ESMPs.

Based on the environmental and social screening carried out by the PMU for each of the infrastructures selected, the Consultancy firm will be responsible for the following:

  • Elaborating, where applicable, under the supervision of the PMU, the Terms of Reference(TORs) for carrying out impact evaluation studies;
  • Ensuring the submission of TORs and payment of related fees to the competent authority;
  • Organizing public hearings and consultations at its own expense, in accordance with environmental assessment regulations and environmental and social specification(ESS) requirements;
  • Carrying out environmental and social studies in accordance with the guide for carrying out environmental and social impact studies, Order No. 0002/MINEPDED of February 8, 2016, defining the standard outline of the terms of reference and the content of the Environmental Impact Notice (EIN), and the requirements of the ESS;
  • Submitting the finalized study reports for examination by authorized bodies and ensuring their validation until the issuance of certificate/certificates of environmental conformity;
  • Ensuring that certificate/certificates of environmental and social compliance are obtained from the Council for Environmental Impact Notices or from the Ministry in charge of the environment for Environmental and Social Impact Studies (strategic or detailed summary), depending on the case. Based on the E&S assessment study validated by the PMU, elaborate an ESMP which integrates the capacity building program of the stakeholders involved in the monitoring and surveillance of Environmental and Social Management Plans and aspects of resilience to climate change;

The Consultancy firm will be selected based on the following criteria:

  • General criteria:
  • The Consultant must be a Firm or Design Office, legally constituted and with proven skills and experience(s);
  • Have a legal existence and the capacity to contract;
  • -Have a cash flow established to support the pre-financing of activities while awaiting payment of services.
  • General experience of the Consultancy firm:
  • Demonstrate years of proven experience in conducting studies in one of the following areas: environmental, climatic, social, agrosylvopastoral, forestry, hydrology/hydrogeology, or infrastructure, all other areas of similar complexity;
  • Specific experiences of the Firm in carrying out similar missions:
  • Have proven experience of at least ten (10) missions in the conduct of environmental and social studies of community infrastructure projects in different agroecological zones of Cameroon.
  • Proven experience in conducting risk assessment studies linked to climate change and vulnerability;
  • Demonstrate proven experience in leading environmental and social action plans for community infrastructure projects linked to issues relating to aspects of vulnerability and adaptation to risks and climate change based on ecosystems.

N.B: to be validated, each reference must be justified by the following elements:

A detailed cover letter, highlighting the Consultancy Firms specific skills that will help them succeed in their role, as well as their collaboration with key stakeholders;

- PDF File 2:

A signed curriculum vitae (CV) of the consultants, highlighting similar experience and including their full address (PO box, telephone number, email, etc.);

- PDF File 3:

Scanned copies of diplomas, consulting employment contracts, and any other documents demonstrating the candidates" skills/qualifications;

NB: No physical applications will be accepted at the PMU or the RCUs. Only electronic applications respecting the above-mentioned format will be evaluated.

GENERAL PROVISIONS

NB: The Consultancy firms having presented the most references in the aforementioned criteria will be selected for the remainder of the procedure.

The attention of interested Consultancy firms is drawn to Section III, paragraphs, 3.14, 3.16 and 3.17 of the World Bank “Procurement Regulations for REIT Borrowers”, 5th edition, revised September 2023, which sets out the policy of the World Bank regarding conflicts of interest.

A Consultant will be selected using the “Selection Based on Consultant Qualifications (SQC)” method as described in paragraph 7.11 of the “Procurement Regulations for Borrowers Requesting Financing of Investment Projects” 5th edition, revised in September 2023.
