GENERAL PROCUREMENT NOTICE
UKRAINE
CENTER FOR ADVANCEMENT IN RESTORATION AND MODERNIZATION CAPACITY PROJECT

The Kyiv School of Economics Institute has received financing in the amount of US$ 3,212,000.00 equivalent from the World Bank toward the cost of the Center for Advancement in Restoration and Modernization Capacity Project, and it intends to apply part of the proceeds to payments for consulting services and non-consulting services to be procured under this project.
The project will include the following components:
Component 1 ‘Capacity Building Hub’ involves carrying out a capacity gap assessment among government entities and local self-government bodies of the skills and knowledge of public investment project management to inform the content and the structure of the training program through: (a) technical assistance to develop the modular training program and create online self-paced educational products and certified online courses; (b) establishment of a Virtual Data Room/the online library of data, case studies and knowledge; and (c) train-the-trainers program to prepare and certify additional trainers.
Component 2 "Community Building" involves (a) conducting face-to-face workshops, online trainings, and events to build capacity across all levels of government in Ukraine to identify, prepare, and manage public investment projects, in line with key PIM methodologies outlined in the PIM Action Plan; and (b) developing and operating a PIM Helpline to provide government officials with advice and guidance on PIM-related questions.
Component 3 ‘Project Management’ covers the provision of technical assistance to support project implementation and management, including: (a) monitoring and evaluation; (b) coordination and supervision; (c) project audits; and (d) operating costs.
The scope of procurement within the project will include corporate and individual consulting services and non-consulting services required for the implementation of above components.
The goods, works, non-consulting services and consulting services to be procured through open international competitive procurement: Not Applicable.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2023) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
