        The procuring entity intends to apply a part of financing allocated under the Ukraine Municipal Infrastructure Programme (UMIP) to eligible payments to a qualified contractor for performance of capital repair of public lighting system (streets, avenues, lanes and other) with the following scope of works: replacement of existing luminaries and installation a new luminaries (involves the acquisition of LED luminaries), replacement of brackets; replacement of lighting poles (with dismantling of existing poles and installation of new metal poles); replacement of existing transmission lines with self-supporting insulated wire (SSIW) and AVVG type cable, installation of electrical control cabinets and electricity meters.

      4. Description of the procurement:

        Procurement of works will be conducted using the open procedure in accordance with the European Investment Bank’s “Guide to Procurement for Projects Financed by the EIB” available online at https://www.eib.org/en/publications/guide-to-procurement

        Firms, including joint ventures, consortia or associations (JVCA) and their individual members, originating from all countries of the world are eligible to tender for the contract. In the case of a JVCA, all member firms of the joint venture shall be jointly and severally liable for the execution of the contract if an award is made. A firm or a member of a JVCA may participate in only one tender for the Contract, either individually or as a partner in a JVCA. However, this does not limit the inclusion of the same subcontractors in more than one tender. Government-owned entities in Ukraine shall be eligible only if they can establish that they (i) are legally and financially autonomous, (ii) operate under the principles of commercial law, and (iii) are not dependent agencies of the procuring entity.

        The project provides the following types of work: inspection and clarification of data, preparation Defects Certificate for future performance of the works, coordination and elaboration of designs for the identified scope of reconstruction, approval of designs by respective agencies, expert review of designs, Designer’s Supervision during performance of the works (including provision of ‘as-built’ drawings), dismantling works (including pruning trees, dismantling of existing lamps and luminaries, power transmission lines, cables, steel brackets, fasteners and clamps, concrete reinforced poles (if necessary), control cabinets, civil construction works (including drilling of foundation pits, arrangement of base layer for foundation, arrangement of concrete pole foundation, filling of pockets between soil cover and foundation), electrical installation works (including supply, installation and connection of LED luminaries (38 008 units), power transmission lines (548 030 m) with special puncture clamps, brackets (21 950 units) with fasteners and clamps; new lighting poles (110 units); installation and connection of new electrical control cabinets (202 units), installation of electricity meters (381 units), execution of installation and commissioning works to the extent stipulated in the design estimates (including testing, adjustment and commissioning of completed sections), landscaping, putting into operation the completed works, disposal of dismantled mercury and sodium lamps, loading and transport, cleaning and maintenance, training of the personnel.

        All completed works and used equipment must fully comply with all necessary Ukrainian codes and standards or similar national/world codes and standards which ensure a substantially equal or higher performance.

        A Tenderer shall furnish with its Tender the original of tender-securing declaration OR a tender security based on the forms included in the Tender Document. If a tenderer selects to provide a tender security instead of a tender-securing declaration, the tender security amount shall be EUR 320,000 (three hundred twenty thousand Euro) or equivalent amount in Ukrainian Hryvnia determined using the official exchange rate established by the National Bank of Ukraine (www.bank.gov.ua ) on the date twenty-eight (28) days prior to the tender submission deadline.
