         The procuring entity intends to apply a part of financing allocated under the Ukraine Municipal Infrastructure Programme to eligible payments to a qualified construction company (contractor) for performance of works under the contract for Construction and Rehabilitation of 5 Boiler Houses and Construction of Gas Networks in Lozova.

         The Contractor’s scope of works includes elaboration of formal design documents, performance of civil works, procurement and delivery of materials, installation, testing and commissioning, including cleaning/restoration of the sites upon completion.

      4. Description of the procurement:
         

         The Contractor must perform the full scope of works and services: preparation of new formal design documents, performance of civil works, procurement and delivery of materials, installation and construction, testing and commissioning of 5 boiler houses and construction of gas pipelines, including connection to related facilities.

         Open procedure will be conducted in accordance with the European Investment Bank’s “Guide to Procurement for Projects Financed by the EIB” (EIB’s GtP) available online at https://www.eib.org/en/publications/guide-to-procurement

         Firms, including Joint Ventures, consortia or associations and their individual members, from all countries may take part in this tender.

         The Contractor shall be a construction firm or a group of firms with sufficient expertise, technical, financial and managerial capabilities, and qualified personnel to successfully complete the works. In the case of a JV, consortium or association, all partners shall be jointly and severally liable for the entire contract implementation if the award is made. Association in the form of sub-contracting is permitted.

         The Contractor shall follow the Environmental and Social Policies and comply with the environmental and social requirements of the European Investment Bank’s (available at https://www.eib.org/en/publications/eib-environmental-and-social-standards) and ensure that subcontractors comply with the same.

         A Tenderer shall furnish with its Tender the original of a tender securing declaration OR a tender security based on the forms included in the procurement documents (tender document). If a tenderer selects to provide a Tender Security, the security amount shall be EUR 150,000.00 (one hundred fifty thousand Euros) or equivalent amount in Ukrainian Hryvnia determined using the official exchange rate established by the National Bank of Ukraine (www.bank.gov.ua) on the date twenty-eight (28) days prior to the tender submission deadline.

         The Contractor will be selected based on the most economically advantageous technically responsive tender subject to the tenderer’s compliance with the qualifying requirements.

Failure to furnish all information or documentation required by the procurements documents may result in rejection of the tender.
