Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive

Explanation:

A number of key staff within Application Services will be required to support the S/4

Discovery Phase, plus other essential related project work over the next two years. Therefore these resources are required to support key project work.

A procurement has commenced to have a Resource Augmentation Framework Contract in place by Q4 2024 and this will be the lever used to acquire additional resources going forward.
