Herefordshire council is seeking to run a procurement with suitably qualified and experienced providers, to offer their services via a Framework to the council. The Framework will help achieve a pool of high quality local supported living service providers and community activities providers for identified service users or service user groups. Applicants accepted onto the Framework will be in a position to apply for Supported Living and Community Activity packages to service users.

Full Details of the service required with arrangements for submitting a compliant tender, as well as the criteria that the Council will use to award any subsequent contract, are outlined in the tender pack .

The Following Lots are included in this Framework:

1. Supported Living Services

2. Community Activities

3. Innovative Services

This procurement process relates to the establishment of a “Flexible” Framework for the procurement of an approved provider list for Supported Living services and Community Activities services. The Framework will be established under the Light Touch Regime and therefore applies the flexibilities afforded under the regulations

The procurement involves the establishment of a framework agreement with several operators.

Justification for any framework agreement duration exceeding 4 years: The Framework will be established under the light touch regime of the public contracts regulations. The framework will reopen periodically to allow new entrants . The term of this contract for a period of 4 years with an option to extend for up to two further years, is considered reasonable since new entrants can join the framework periodically so not excluding new providers joining the framework during its term
