Provision of Property Management and Tenancy Management Services
The Council will enter into a short term housing management and maintenance contract (term ending on 31st March 2025) with SOHA Housing Limited under which SOHA will provide day to day tenancy management, reactive repairs and associated compliance works to a portfolio of up to 66 properties . To include 24-hour
emergency [repair] services 365 days per year
Oxfordshire
The Council will enter into short term agreements with the Secretary of State for Defence to lease up to 48 vacant service families homes in order to house certain refugees from Afghanistan (those who have a connection to the UK armed forces). There is urgency due to a UK government deadline to move these people from hotels to self contained accommodation.
The Council intends to acquire up to 18 homes with Local Authority Housing Funding to house other categories of refugees.
SOHA Housing Limited will under the short term (approximately 18 month) housing management contract (term ending 31 March 2025) provide housing management and maintenance services to the homes set out above.
The Council had engaged in soft market testing with little interest from the market. The Council intends to procure a housing manager at the end of this term.
Section IV: Procedure
This housing management and maintenance contract falls outside of the scope of the directive by virtue of Regulation 32(2)(c) [Article 32(2)(a) of the Directive on the grounds of extreme urgency to rehouse households brought about by events unforeseeable by the Council.

The Service Provider will provide a day-to-day responsive repair service to keep the structure and exterior of all properties and common areas in good order: providing 24 Hours a day, seven days a week, 365 including all public and bank holidays call centre function. Ensuring all properties are fully compliant with all appropriate legislation.
