The procurement falls outside the scope of application of the Directive

Explanation

This is a non-compliant STA, driven by operational criticality and safety-related issues. A tender was conducted in compliance with the UCR regulations within 2021/2022 but unfortunately, there were no suitable bidders leaving Network Rail in a position of no coverage for this safety-critical requirement. This STA will be used in the interim whilst the re-tendering exercise is taking place. The tender will be published in the second half of 2024.
