Blaenau Gwent County Borough Council are required to prepare a new local housing market assessment for the authority area which will be used to underpin key local documents such as the Council’s Replacement Local Development Plan, Local Housing Strategy, and other corporate documents.

Total quantity or scope of tender

The main objectives are:

• To provide robust evidence to inform the Council’s Housing Strategy, Replacement Local Development Plan and other relevant strategies.

•To identify appropriate Housing Market Areas (HMAs) and provide detailed market analysis of housing need, demand and supply by ward, housing market area and local authority boundary.

•To identify how housing need and demand translates into different sizes, types and tenures in different housing market areas.

•To identify the key drivers of housing need and demand of both market housing and affordable housing, with consideration to affordability of accommodation, the impact of welfare reform, economic growth, and the potential effects of other current and emerging policies.

•To enable local authority officers to update and monitor the evidence base as new data becomes available, and to undertake updates as required by Welsh Government guidance (i.e. to ensure effective annual monitoring is possible and to enable the Council to refresh the LHMA between years 2 and 3).

This Procurement exercise is being run by the Authority"s e-tendering portal Bravo Solutions https://etenderwales.bravosolution.co.uk.

All documentation has been uploaded to enable direct access following registration.
