Helicopter Support Services Framework

NRW is seeking to award a framework for the supply of helicopter support services for firefighting, reconnaissance during fires and post fire damage assessment, and to assist flooding incidents.

The principle purpose of the requirement is to support the Fire and Rescue Service (FRS) in tackling grassland, moorland and forest fires. Where a fire has become well established and/or is out of control on the land we manage or neighbouring land where conditions pose a threat to our land,and when authorised by NRW other areas of similar countryside manged by third parties. A secondary purpose of this requirement will be on an ad hoc basis to provide support to departments within NRW for other operations such as lifting sandbags or stone for flood defence work or mountain footpath repair.

INSTRUCTIONS FOR SUBMITTING AN EXPRESSION OF INTEREST / COMPLETING THE ITT

i) Suppliers should register on the eTendering portal https://etenderwales.bravosolution.co.uk

ii) Once registered, suppliers must express their interest as follows

a) login to the eTendering portal

b) select ITT"

c) select "ITTs Open To All Suppliers"

d) access the listing relating to the contract (itt_70414 - Helicopter Support Services Framework) and view details

e) click on "Express Interest" button in the "Actions" box on the left hand side of the page

iii) Once you have expressed interest, the ITT will move to "My ITTs", where you can view documwhere you can download and where you can construct your reply as instructed. You must then publish your reply using the publish button.

The contract modification will extend the service by 6 months (until 31/08/2023) to cover a period of high wildfire risk while a service review is undertaken.

The contract termination date will be extended to 31/08/2023 and GDP 200,000 value will be added to cover this additional period.

A service review was planned to be carried out before the initial contract termination date, however this was postponed due to unforeseen workload pressures. The service is needed to ensure the continued cover of wildfire support for NRW.
