Explanation:

A compliant procurement process has already been conducted and the supplier provided the most economic advantageous tender and CITB do not believe a competitive tendering exercise, using public money, will provide additional value to the taxpayer and would therefore be redundant. The new requirement is an addition to the initial requirement but is fundamentally the same specification as the existing contract and can be undertaken in conjunction with the current work.
