1.The Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) has received financing from the World Bank toward the cost of the Uganda Climate Smart Agricultural Transformation Project (UCSATP), and intends to apply part of the proceeds toward payments under the contract for the supply, delivery, training and commissioning of four (4) wheel tractors with implements and accessories in four (4) Lots in 2 below. “For this contract, the MAAIF shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.”

2. Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) now invites sealed bids from eligible bidders for the supply, delivery, training and commissioning of four (4) wheel tractors with implements and accessories in four (4) Lots as follows;

3.Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for Investments Project Financing (IPF )Borrowers “July 2016 , Revised in September, 2025 and is open to all eligible Bidders as defined in the Procurement Regulations.

4.Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors):70% and for Bid cost: 30 %.

5.Interested eligible Bidders may obtain further information and inspect the bidding document during office hours from 0900 hours to 1700 hours (East African Time) at the address given below in 10. A Pre Bid meeting will be held on 17th April, 2026 at Uganda Climate Smart Agricultural Transformation Project (UCSATP) Office, at Plot 78, Buganda Road, Kampala at 10:00am East African Time with an Online Virtual Meeting using zoom – A link will be shared with all registered bidders prior to the date of the meeting. The bidders who wish to attend the meeting shall register and submit their official email addresses not later than one (1) day to the date of the meeting through Procurement.ucsatp@agriculture.go.ug

6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of (Uganda Shillings Three Hundred Thousand only (300,000/=). The method of payment will be through the Bank to Uganda Revenue Authority. The document will be sent by email.

7. Bids must be delivered to the address below on or before 7th May,2026 at 1100 hours East African Time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 7th May,2026 at 1110 hours East African Time. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

8. All Bids must be accompanied by a Bid Security” of Uganda Shillings.

Lot 1: 250,000,000/= (Uganda shillings Two Hundred Fifty Million only or equivalent amount in a freely convertible currency).

Lot 2: 900,000,000/= (Uganda shillings Nine Hundred Million only or equivalent amount in a freely convertible currency).

Lot 3: 70,000,000/= (Uganda shillings Seventy Million only or equivalent amount in a freely convertible currency).

Lot 4: 70,000,000/= (Uganda shillings Seventy Million only or equivalent amount in a freely convertible currency).

The Bid Security shall be valid in accordance with Section-II Bid Data Sheet; ITB 19.1

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
