REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)
Assignment Title: Provision of services to conduct farmer registration and mapping of 1,200,000 coffee farms and 200,000 cocoa farms for EUDR compliance.

The Ministry of Agriculture, Animal Industry and Fisheries has received financing from the World Bank toward the cost of the Uganda Climate Smart Agricultural Transformation Project and intends to apply part of the proceeds for consulting services.
The Consulting services (“the Services”) include (i) generate credible geospatial and legal evidence to support EUDR due-diligence obligations (ii) enable exporters and operators to undertake operator-level risk assessments and issue legally defensible due-diligence statements (iii)ensure the inclusion of smallholder farmers in EU-bound supply chains by providing a public, standardized traceability backbone (iv) reduce duplication, fragmentation, and transaction costs associated with parallel private traceability initiatives and (v) establish a national dataset that supports Sustainable Land Management (SLM), climate-smart extension services, land-use monitoring, certification, and market intelligence for priority export value chains.This consultancy shall be provided for a period on 12 months .

The Ministry of Agriculture, Animal Industry and Fisheries now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are (i) Provide at least two contracts for handling geospatial data such as polygons and GPS points in the last five years. (ii) Provide at least two contracts within the last five years for having successfully conducting field-based activities like registration and certification programs or extension services in any of the sectors such as agriculture, education ,health ,transport or any other relevant sector. (iii) At least two contracts executed in the last two years providing community training/sensitisation services. Each Contract must have been implemented for a minimum duration for one (1) year. for a period not acceding a minimum of a year (Please do not submit CVs and biodata of experts at this stage).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers July 2016” Seventh Edition, September 2025 “Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based section method set out in the World Bank’s Procurement Regulations for IPF Borrowers July 2016 revised September 2025.
