Individual Consultant

Preparation of the Program Operational Manual (POM)

EduImkon: Redesigning Opportunity, Delivering Education Equity Program

(IBRD Program-for-Results Financing)

1. Background

The Government of the Republic of Uzbekistan is implementing the EduImkon: Redesigning Opportunity, Delivering Education Equity Program (the Program), supported by financing from the International Bank for Reconstruction and Development under the Program-for-Results (PforR) instrument.

The objective of the Program is to improve equitable access, sustainability, and relevance of the student financing support mechanism in the tertiary education sector. Disbursements under the Program are linked to the achievement of Disbursement Linked Indicators (DLIs) and Disbursement Linked Results (DLRs), verified by an Independent Verification Agent (IVA).

In accordance with Schedule 2, Section I.C of the Loan Agreement, the Borrower is required to prepare and adopt a Program Operational Manual (POM) in form and substance acceptable to the World Bank. The POM serves as the primary operational reference governing institutional arrangements, fiduciary systems, verification protocols, environmental and social systems, monitoring, reporting, and amendment procedures for Program implementation.

To support the timely and high-quality preparation of the POM, the Ministry of Economy and Finance (MEF) seeks to engage an Individual Consultant with strong expertise in World Bank PforR operations and operational documentation.

2. Objective of the Assignment

The objective of this assignment is to draft a comprehensive Program Operational Manual (POM) for the EduImkon Program that:

  • is fully aligned with the Loan Agreement, PAD, and World Bank PforR policy requirements;
  • translates legal and policy provisions into clear, practical, and implementable operational procedures; and
  • provides unambiguous guidance to all institutions involved in Program implementation.

3. Scope of Work

Under the overall supervision of the Ministry of Economy and Finance (MEF), the Consultant shall carry out the following tasks:

Task 1. Review of Program Documentation

The Consultant shall review and analyze all relevant Program documents, including but not limited to:

  • Loan Agreement and Schedules (including DLIs/DLRs);
  • Program Appraisal Document (PAD), including Results Framework;
  • Disbursement and Financial Information Letter (DFIL);
  • Environmental and Social Systems Assessment (ESSA);
  • Program Action Plan (PAP);
  • Applicable World Bank PforR policies and guidance notes.

Task 2. Design of the POM Structure

The Consultant shall design a logical, user-friendly, and World Bank–compliant structure for the POM, covering at minimum:

  • Program overview and legal framework;
  • Program Action Plan;
  • Institutional arrangements, roles, and responsibilities;
  • Planning, budgeting, and implementation arrangements;
  • DLI/DLR implementation and verification protocols;
  • Financial management, disbursement, audit, and fiduciary arrangements;
  • Anti-corruption measures and reporting;
  • Environmental and social systems, including GRM;
  • Digital platform governance and data protection;
  • Monitoring, evaluation, and reporting framework;
  • Amendment, exception, and waiver procedures;
  • Annexes, templates, matrices, and flow diagrams.

Task 3. Drafting of the Program Operational Manual

The Consultant shall prepare a complete draft POM, ensuring that:

  • roles and responsibilities are clearly defined and internally consistent;
  • operational procedures are practical, unambiguous, and implementable;
  • fiduciary, verification, environmental, and social arrangements are clearly articulated;
  • linkages between DLIs/DLRs, PAP actions, verification, and disbursement are explicit;
  • terminology is consistent with the Loan Agreement and PAD.

Task 4. Stakeholder Consultation and Revision

The Consultant shall:

  • present the draft POM to MEF and relevant stakeholders (ELFFMD, FFEL, Participating Banks, as appropriate);
  • incorporate comments and feedback from MEF and the World Bank;
  • prepare a revised and finalized POM acceptable to the World Bank.

The World Bank issued a guidance note to facilitate preparation of POM which was already used to prepare a POM for an Energy Project tin Uzbekistan. These two documents are intended for Investment Project Financing and while not all guidance or sections may be relevant the Consultant is strongly encouraged to use them for task 2 and task 3. These documents will be provided separately.

5. Reporting and Coordination

  • The Consultant will report to the Ministry of Economy and Finance (MEF).
  • Day-to-day coordination will be carried out with the Education Loan Financing Fund Management Department (ELFFMD).
  • All deliverables shall be submitted in English (editable Word format).

6. Required Qualifications and Experience

Education

  • Advanced university degree (Master’s or higher) in public policy, economics, finance, law, public administration, or a related field.

Experience

  • Minimum 15 years of professional experience in managing projects/programs in education sector financed by International Financial Instiututions;
  • Proven experience in World Bank–financed operations, preferably Program-for-Results (PforR);
  • Demonstrated experience in drafting Operational Manuals, POMs, PIMs, or similar operational documents;
  • Strong understanding of fiduciary systems, results-based financing, DLIs/DLRs, and verification arrangements.

Skills

  • Excellent analytical and drafting skills;
  • Ability to translate legal and policy requirements into operational procedures;
  • Familiarity with World Bank fiduciary, environmental, social, and anti-corruption requirements;
  • Strong communication and coordination skills.

7. Duration and Level of Effort

The assignment is expected to require up to 60 calendar days over an estimated period of 2–3 months. The contract type is individual consultancy (lump-sum).

8. Confidentiality

All documents, data, and information produced or accessed under this assignment shall remain the property of the Ministry of Economy and Finance and shall not be disclosed without prior written consent.
