Request for Bids- Small Works (One-Envelope Bidding Process)

CONSTRUCTION WORKS FOR REDEVELOPMENT OF TOURISM AND WILDLIFE FACILITIES AT UGANDA WILDLIFE EDUCATION CENTRE (UWEC)- ENTEBBE

The Government of Uganda received financing from the World Bank toward the cost of the Competitiveness and Enterprise Development Project (CEDP), and intends to apply part of the proceeds toward payments under the contract for Construction works for redevelopment of Tourism and Wildlife facilities at Uganda Wildlife Education Centre (UWEC)- Entebbe.

Government of Uganda represented by Private Sector Foundation Uganda (PSFU) now invites sealed Bids from eligible and qualified bidders for the above works at UWEC, at Plot 56/57, Lugard Road, Entebbe comprising the followin

• Extension to the National Wildlife Hospital (362m2) as well as refurbishment of selected areas of the existing Hospital (249m2);
• The Extension to the Administration Block (409m2) as well as refurbishment of selected areas of the existing Administration Block (159m2);
• New Elephant Enclosure Building (489m2);
• New African Hunting Dog Building (83m2);
• New Aviary Enclosure (1,900m2), New Kidepo Enclosure (2,000m2), New Chimpanzee Enclosure;
• New Car Park (3,339m2), and associated roads (3,371m2), chainlink fencing, stone paved viewing terraces, ponds, moats and all electrical and mechanical installations;
• Services shall include Electrical, Mechanical, and ICT Installations, and Health, safety & environmental safeguards, and external works;
• A margin of preference shall not apply.

Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested eligible Bidders may obtain further information from the address indicated below and inspect the Bidding Document during office hours (8:00 am to 5:00 pm) at the address given below. A Pre-bid meeting shall be held at 1100hrs on June 30, 2023 at UWEC

The bidding documents in English may be purchased by interested Bidders upon submission of a written application to the address below and upon payment of a non-refundable fee of UGX 300,000 (Uganda Shillings Three hundred thousand only) or its equivalent in a freely convertible currency using the exchange rate published by Bank of Uganda on the date of purchase of the documents. The method of payment will be by cash/ EFT. EFT payments in foreign currency should include an additional USD 20 or its equivalent to cater for Bank Charges. Bidders may make arrangements with courier service providers to have the Bidding Documents delivered to them, but no liability shall be accepted by PSFU for loss or late delivery.

Bids must be delivered to the address below by 1100hrs local time on July 18, 2023. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of Bidders’ designated representatives who choose to attend at the address below on July 18, 2023 at 1105hrs local time.

All bids must be accompanied by a Bid Security in form of an unconditional bank guarantee of UGX 200,000,000 (Uganda Shillings Two hundred million only) or an equivalent amount in a freely convertible currency or its equivalent in a freely convertible currency using exchange rates published by Bank of Uganda on the date of issue of the security.
