The Republic of Sierra Leone through Ministry of Agriculture and Food Security has received financing in the amount of US$110 million from IDA toward the cost of The West Africa Food System
Resilience Program (FSRP-2, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project includes the following components:
Component 1: Digital Advisory Services for Agriculture and Food Crisis Prevention & Management;
Component 2: Sustainability and Adaptive Capacity of the Food System’s Productive Base;
Component 3: Regional Market Integration & Trade;
Components 4: Contingent Emergency Response Component and
Component 5: Project Management.
The describtion of Goods, Works, Non-consulting Services and Consulting Services to be procured through open competitive procurement are shown below:
Goods:
Computers, Information Technology and Office Equipment
Vehicles (Double Cabin, pick-up trucks, Station Wagon etc.)
Agrometeorological Automatic weather Stations Equipment Velocity current meter and other water related data collection equipment and spare parts.
Commercial mill for livestock feed
Improved cassava varieties (SAH compatible), improved seeds for rice, improved livestock breeds, Assorted vegetable seeds, improved rice seeds, improved plating materials for cassava,
improved planting materials, improved groundnut for planting, improved seeds of Soybeans, improved seeds of Cow Peas and assorted vegetables.
Fertilizer for farmers and school garden and Pesticides for school gardens.
Motor Bikes
Manual Harvesters and Simple Threshers (Farming equipment)
parboiling machine & accessories in Rice bowl areas and two commercial Drying Machine.
Works:
Drilling of boreholes and civil works for groundwater monitoring stations and drilling and civil works for Solar powered boreholes
Preparation of Land for the establishment of school garden, rice cultivation, Cassava Cultivation, Orange fresh sweet potato cultivation, groundnut cultivation, Soybeans, cow peas, assorted
vegetables and using Conservation Agriculture (CA) and System of Rice Intensification (SRI) technologies on tilling & sub soling.
Construction of local animal housing small ruminants, animal housing for chicks and Provision of Shelters for vegetables.
Construction of Ten (10) water stations and ground water monitoring stations for National Water Resources Management Agency.
Construction of solar powered boreholes and water supply network for irrigation
Consultancy Services:
The Project will require a wide range of Technical Assistants/ Individual consultants for the following assignments:
Train public servants (Trade, National Revenue Authority, Ministry of Agriculture and Food Security etc.) on regional trade regulations.
Develop Business services to support value addition, marketing and business growth for cassava and Rice.
Develop decision support tools and methods for targeted advisory services & Food and Nutrition Security Early Warning System (FNSEWS) Services
Develop a harmonized Phytosanitary data management and forecasting systems and Training of Platform Roll-Out
Develop and operationalize e-learning platforms for national Food and Nutrition Security Early Warning System (FNSEWS) & Pest & Disease Management information providers (public and
private).
Assess the impact of climate change on agriculture and Food Security
Develop five years Strategy Plan for Financial and Institutional sustainability, SL-Met & National Water Resources Management Agency (NWRMA)
Research on Specific need of communities In Integrated Pest Management and Animal Breeding.
Develop Database/systems for Integrated Pest Management & Animal Breeding
Train Ministry of Agriculture Extension staff on an Effective E-extension Services systems
Design and supervise the drilling and construction of solar powered bore holes.
Review the National Extension policy framework.
Conduct Boot camp training on business and Operational Planning for Ministry of Agriculture extension staff based on hydro and Agromet data.
Review the regulation and policies specific to the priority value chains (Rice and Cassava)
Assess the food & safety compliance in line with ECOWAS Trade Liberalization Scheme (ELTS)
Procurement of contracts financed by the World Bank will be conducted through procedures as specified in the World Bank’s Procurement Regulations for Investment Project Financing Borrowers’
(dated July 2016 and revised in November 2017, August 2018, and November 2020), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project
initial budget and work plan preparation, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has
provided a no objection.
Specific Procurement Notices (SPN) for contracts subject to open competitive procurement will be announced, as they become available via STEP on UN Development Business online, on the World
Bank’s external website and national newspapers in Sierra Leone.
