1. PROJECT BACKGROUND
The Tuvalu Health System Strengthening Project (THSSP) is dedicated to enhancing the capacity and quality of healthcare services in Tuvalu, thereby ensuring optimal healthcare standards for the population. This project is financed through a grant from the World Bank, valued at approximately USD $15 million. The project officially became effective on 3rd August 2022, and is scheduled for closure on 30th June 2028.
The Tuvalu Health System Strengthening Project aims to enhance the quality and accessibility of healthcare services in Tuvalu. As part of this project, a comprehensive Human Resources Strategy and Implementation Plan is required to address the current challenges faced by the healthcare workforce in Tuvalu and ensure the effective utilization of human resources in the health sector.

OBJECTIVES

b) Produce a 5–7 year costed Human Resources for Health (HRH) Strategy (e.g., 2026–2032) aligned with national policy and project objectives.
c) Produce a Workforce Development Plan that operationalizes the strategy: recruitment & retention package, scholarship and in‑service training plan (volumes & costing), and prioritized actions to enable telehealth/telepathology support.
d) Provide a high‑level roadmap for performance management and HRIS improvements (recommendations and minimum upgrades), and a phased, costed implementation and financing plan.
e) Strengthen local ownership via stakeholder engagement and transfer of tools for evidence‑based planning.
